A Russell County High School senior has won a statewide essay contest hosted by Kentucky Secretary of State Michael Adams.
RCHS senior Hannah Adams won the 12th grade contest, which asked high school students what changes Kentucky should make to its election system and why.
Allen wrote about the benefits of keeping the state’s absentee ballot portal.
