Local businessman Terry Stephens was presented with a proclamation at Monday’s Russell County Fiscal Court meeting.

County Judge-Executive Randy Marcum spoke with WJRS News about the proclamation.

Stephens’ horse, Chunk of Gold, finished ninth in this year’s Kentucky Derby.
