More details released about arrest of Columbia man on drug charges

The Russell Springs Police Department has released more details about the recent arrest of a Columbia man on drug charges.
According to Chief Tim Pierce, on Dec. 18, Officer Debra Necessary conducted a knock and talk, where contact was made with a male.
The male was asked if he would empty his pockets. He emptied them but kept sticking his hands back inside of them. When the male was patted down for weapons, it was discovered that the male was in possession of a large bag of methamphetamine, inside his right front pocket. He stated that the methamphetamine was not his, but that that he found it in his car.
Billy J. Philpott, 51, of Columbia was charged with possession of a controlled substance, 1st degree, 3rd or more offense (Methamphetamine).
Philpott was taken into custody and lodged in the Russell County Detention Center.
