The Russell Springs City Council will hold a special-called meeting this morning to approve city tax rates and discuss a possible zoning change.
The council will take up a request for a zone change at 2043 West Steve Warner Drive for the purpose of plans to build apartments.
The city council will meet at 8 a.m. at City Hall on Main Street.
