A Russell Springs man was arrested over the weekend by Kentucky State Police on charges including first-degree rape, strangulation, and incest.
Michael D. Foster, 35, of Russell Springs, was arrested by Kentucky State Police Friday afternoon.
Foster was lodged in the Russell County Detention Center at around 3:18 p.m. Friday.
