Two individuals were arrested and lodged in the Russell County Detention Center on Thursday. Those arrested include:
- William Scottie Phelps, 39, of Liberty, on charges of trafficking in methamphetamine, buy/possess drug paraphernalia x2, possession of marijuana, cultivation of marijuana, and probation violations for a felony offense.
- Earl Dalton, 49, of Albany, on two counts of criminal possession of a forged instrument (identity theft), and two counts of theft by deception (cold checks) under $500.
