A Columbia man was arrested locally by Kentucky State Police yesterday.
According to reports, 54-year-old Howard Ryals was arrested and charged with possession of drug paraphernalia, criminal possession of a forged instrument – third degree, failure to maintain insurance – second offense, operating on a suspended or revoked license, and having an improper registration plate.
Ryals was also served a parole violation warrant.
Ryals was arrested by Trooper Begley with Kentucky State Police and lodged in the Russell County Detention Center just after 4 p.m. yesterday.
