Fallen Russell County Sheriff’s Deputy Joshua Phipps was honored during a ceremony organized by the Kentucky Law Enforcement Memorial Foundation yesterday.
Phipps was honored, along with fallen Winchester Police Department Sergeant William “Marty” Jackson, who died in the line of duty in April.
Phipps and Jackson’s names were added to Kentucky’s Law Enforcement Memorial Monument, which recognizes Kentucky law enforcement officers who have died in the line of duty since 1845.
Governor Andy Beshear spoke at the ceremony and paid tribute to Phipps and the other fallen officers recognized.
