The Russell Springs City Council will meet in special session this morning at 7 a.m.
The council is expected to have a second reading and vote on the ordinance on water and sewer tap costs, as well as improve an interlocal agreement with the fiscal court for district 4.
The meeting will be at city hall and is open to the public.
