Hearing officer recommends removal of Pulaski Circuit Clerk

A hearing officer in the case of Pulaski County Circuit Clerk J.S. Flynn has recommended that Flynn be removed from office.

Flynn worked as a deputy in the circuit clerk’s office under his grandfather, George Flynn, who held the office nearly 30 years. JS Flynn was appointed to the job when he grandfather resigned, then won a full six-year term in 2018. He has been suspended since March 2022 after complaints arose about his conduct in office.

Those complaints came from employees and others about inappropriate sexual conduct and yelling at employees.

A former Madison Circuit judge was the hearing officer and after listening to days of testimony, recommended that Flynn be removed from office. Ultimately, it is up to the Kentucky Supreme Court to decide whether Flynn will be removed.
