A Monticello woman was arrested by Kentucky State Police locally on Thursday.
Debra Hall, age 37, was arrested and charged with endangering the welfare of a minor, operating a motor vehicle under the influence of a controlled substance aggravating circumstance, failure to produce insurance card, failure to notify address change, no operators license, and no seat belts.
She was arrested by Trooper Billy Begley and lodged in the Russell County Detention Center just after 4:15 p.m.
