According to jail records, Robert Loy, age 33 was arrested by Officer Debra Necessary of the Russell Springs Police Department and charged with Operating a Motor Vehicle Under the Influence of Alcohol First Degree, Fleeing or Evading Police, 1st Degree (motor vehicle), disregarding a stop sign, no registration receipt, speeding 20mph over the speed limit, reckless driving, and failure to produce insurance card.
Loy was lodged in the Russell County Detention Center just after midnight.
