Former Trooper Island Director Indicted on Theft Charge

A former Kentucky State Police trooper who served as director of Trooper Island Camp has been indicted following an investigation into the alleged misappropriation of camp funds.

Jonathan Biven was indicted by a Clinton County grand jury Thursday, August 6th, on a charge of Theft by Unlawful Taking of more than 10-thousand dollars.

Kentucky State Police say the agency discovered possible misappropriation of Trooper Island funds in September of 2024. The KSP Special Investigations Branch then opened an investigation and reviewed financial transaction records.

Investigators presented their findings to the Clinton County Commonwealth’s Attorney’s Office, which took the case before the grand jury.

Biven retired from Kentucky State Police effective September 30th, 2024.

The indictment is an accusation, and Biven is presumed innocent unless proven guilty in court.
