The Russell County Industrial Development Authority is set to meet at 11 a.m. today in a special-called meeting.
That meeting will be via conference call, according to a meeting notice that was sent out.
However, Amye Bensenhaver, the co-founder and co-director of the Kentucky Open Government Coalition and a leading expert on Kentucky’s Open Meetings Law, a conference call meeting violates the state’s open meetings law.
Bensenhaver added that the statute allows for video meetings such as those utilizing Zoom that became common during the COVID-19 pandemic. However, a conference call would not meet the conditions outlined in the state’s law.
