RSPD Asst. Chief Jamie Rogers told WJRS NEWS the incident occured at 8:30 a.m. and the on-ramp remained closed until after 2:30 p.m. while the mess was cleaned up and repairs were made to the guardrail. The tractor-trailer was being driven by Brian Aker, 38, of Jamestown, who was not injured during the mishap.
